Terminal Services Problems

Hey guys I need some serios help. Here's the layout. I have a 2000 as DC and a 2000 as TS.I have users logging in from US as well as other countries.Some uses Win 98 some XP.All of XP can not log in and only half of Win98 can logon.All are using Remote Desktop Connection. I have instructed the 98 users to download and install the latest patch for RDC.Still nothing.They get the error which I never seen before. I have 10 licenses installed and 14 user but they are never on line at the same time.

THE CLIENT COULD NOT ESTABLISH A CONNECTION TO THE REMOTE COMPUTER.
THE MOST LIKELY CAUSES FOR THIS ERROR ARE:
1.Remote connections might not be enabled at the remote computer
2.The maximum number of connections was exceeded at the remopte computer
3. A network error occured while establishing the connection.

Please help.My boss wants answers that I can provide.I searched on Microsoft as well as Google and done what they asked me.Still nothing.
 
Sounds like a licensing issue...

check your terminal services manager and see if your clients are set for disconnect or reset. Also check for active or disconnected connections when users log off.

That's a good place to start.

I have also seen that as an error in the Terminal Service License Manager - the temporary licenses are expired, and will not issue any more licenses.

Make sure your CALs are up to date, and that they are indeed Terminal Service CALs (for the non WinXP and non Win2K machines). I made that mistake in the past. Found out that Dell Servers don't come with TS CALS!
