Terminal Services Issue

All permissions to allow users to log in to this server has dissappered. The message they get is "User can not login interactively". I have tried resetting the group security permissions to allow this but still no luck.

I beleive this is a machine policy, correct? If so, try rebooting the server after linking the GPO.
