Terminal Services configuration

I am in need of documentation for a windows 2000 server setup with terminal services. I need to remove the "configure your server" splash screen when a user logs on the first time. Also, I have disabled the internet connection wizard. However, the application I run on the TS box requires IE. How do I set the clients up so that the wizard isnt necessary but access to IE is granted. If I havent been clear enough please let me know.
 
I think you can bypass the Configuration Wizard by setting the connection via GPO. Set a fictitious proxy address so the users cannot access the Internet but can still access sites in your intranet.

I normally like the advice on JSI, but the referenced tip above is way confusing to me. Hope you find it more palatable.
