Terminal Services/changing password

A user needs permission to change their password over terminal services, but I do not want to give them admin rights. As of now when they attempt to log in with user rights they receive a "You do not have access to log in to this session." Any ideas?
 
Sounds like you are running Terminal Services in Remote Administration mode. In this mode normal users cannot log in through Terminal Services. Logins are limited to only 3 concurrent administrator sessions. If you are in Application Server mode and users cannot log on, check Group Policy and make sure that there are no prohibiting Group Policy settings in Computer Configuration > Windows Settings > Security > Local Policies > User Rights.
