Terminal Services CAL issues

My main problem is that I am running out of TS CALS.

I have a client with a TS Server and it's licensing is set for Per Device. If I look in TS licensing I notice that each machine that logs on to the TS server gets a license and once it gets one it's CAL doesn't expire for about 3 months. Since there are a lot of remote users and they are always coming in on different pcs they are sucking up all the CALS.

Does anyone know of a way to change when the CAL expires or is this something MS hard coded into TS? I now in a situation like this they are better off with Per User CALs however I already spoke with MS and they will not let me switch. I would have to buy new ones.
 
You should be able to switch from per device mode to per user mode. This how to may help,

you can switch to per user mode in TS configuration, but the licenses were purchased as per device.
