Terminal Service License Server

I have a Windows 2000 domain which I am in the process of upgrading to Windows 2003. I want to move my TS License server from the Windows 2000 DC that it is on now to a Windows 2003 member server which is a member of the W2K domain. I have purchased the required TS CAL's. What order should I do this in? Should I activate the new license server before I deactivate the old one?

Deactivate the licenses on the old server then activate them on the new server.
