Terminal server - remove old users so new ones can use licenses?

Years ago we had a terminal server set up and the SBS2000 server was the license server. Now we have set a termina server back up but the users are all getting assigned temporary licenses. How do I remove some of the old users so new users can get a permenant license?
 
Years ago there was a bug in terminal server licensing where that when licenses were issued they would not naturally expire and be released back into the pool of available licenses. in order to fix this MS reissued us 100 licenses as the orginal 100 would never release. so... not sure if this is what is affecting you but my recommendation would be to uninstall the license server, reinstall it and reactivate it on a windows 2003 server box if you have one available. There was a fix for the bug for windows 2000, not sure if it was ever included in a service pack or not.
