Terminal Server question..

I have several Win2K SBS servers running at my clients sites. I had one lose power and the UPS shutdown the server like it was supposed to do. But, it did it after 10 minutes. I know the UPS can last at least 30 minutes, so I terminal served into the server to change it, but when I went to Control Panel, there was no Power icon in there. I tried to open the Powercfg.cpl but it just looked at me like I was dumb. Never would start.
Anyone know why I can't bring up the power properties when I terminal serve into a Win2K server?
