Terminal server printers

I have been using Windows 2000 server RDP and printer redirection for quite sometime now, but I have ran into a problem. When ever a client logs in, their printer can be accessed by anyone else that logs in through terminal server. I am trying to prevent certain users from accessing these printers, but everytime that the user that controls the printer logs out, the permissions reset when they log back in. Any suggestions? Oh yeah, I cannot add that printer to the domain because it is on a workgroup and a 2000 workstation. I have tried to share the printer and have the server connect to it, but I run into the problem of workgroup and domain. One more thing, the workstations in question are on a WAN.
