Terminal Server High Utilization (RASMAN)

I've been having a problem the past few days on one of my terminal servers that also has RAS services loaded on it.

During the bootup process, when it gets to the CTRL-ALT-DEL screen to login, the login takes a long time to process and when it finally does come up the entire system is exteamly slow as if the CPU is being used 100%.

I had an error trying to shut it down last night, that RASMAN.EXE wouldn't shut down (not sure if this is the cause or just wouldn't shut down due to the high utilization)

If we re-boot the system again, usually it will come up and work fine throughout the day.

System is running Dual Xeon 500 Processors, NT Server 4.0 Terminal Server Edition with SP6 (term serv version)

This system was just re-installed about 2 weeks ago, but did not exibit any of these problems until it had been running for just over 1 week.
