Terminal Server Group Restrictions without using Active Directory

Hi folks. New here and have a quick question for you.
I have an NT4 network onto which I have just put a Win2k Terminal Server.
I want to restrict the users' desktops, settings and rights but leave them untouched for the network administrators.
I thought this would be simple enough but you don't seem to be able to do this without Active Directory.
I have employed global restrictions but these affect the admins as well as users; the ideal situation would be as I described above with normal users being very locked down and admin users having free reign.
Any help greatly appreciated and no - installing Active Directory is not an option!
