terminal license manager

Hi,
I've got a win2000 server with terminal server software , in the terminal license manager i've got a user(client) that takes 3 licenses(same date of activation),although it is only once installed on the client.
The client is an win98 ,i also removed/reinstalled the terminal client software.
How can i remove the 2 extra license that that client takes ?
