Templates Updates with DW04

Hello,

I am having great difficulty in getting DW to update pages just after any change to its template. Its goes thru the motions but says "pages updated 0" when there should be at least 6 pages updated.

I have tried from scratch with a new template and test page but get the same result.

Have also tried refreshing site cache without effect.

Any help appreciated.
