Templates and text link colors TROUBLES

I am looking for assistance in making a template work for me that allows placing a navigation bar with different mouseOver effects on its text links but different effects outside of the nagivation bar. I can get this to work in IE but Netscape is a different story. Here is the link If anyone has any ideas, please let me know. Also does anyone know how to make a child of a template to paste content into. Thanks for any assistance. Richard [flush2]
