Telephony device in use

Can somebody help me.
After reapplying Win ME I cannot get the dial-up modem to connect/get a dial tone.
I know the phone line is active & even threw in a different modem to see if it would make a difference but it doesn't.

I have the modem set to Port: COM 3 and all other settings are set as they were before.
What am I doing wrong?

Reapplying winme?

Do you have 2 modems listed in control panel or one? You want one only. Also, does it appear in device manager?

Please always take the time to backup any and all data before performing any actions suggested for ANY problem, regardless of how minor a change it might seem. Also test the backup to make sure it is intact.

I only have 1 modem listed in the control panel & it does appear in the device manager.
When I test this with the phone dialer application I get the error message:
"Another program is using the selected Telephony device. Try again after the other program completes."
The only thing running in the task manager is systray, antivirus, firewall software & the phone dialer app.

I'm stuck!
