Tejant to tenant calling 1

I have 2 tenant groups, one is Tenant 2 route 3 and the other is tenant 4 route 6. They are not able to call each other or transfer calls using only the phone extention but can call other phones not in a tenant group using only the extension. I need to know how to set up tenant to tenant access. I know I need to make a change in ld 93, but I am kind of a newb to all of this and any help would be appreciated.
 
LD 93 RACC (Tenant to Route Access data block)
It’s been a while but the tenant will be denied from access to the routs, you will need to build an Allow table and give access to each Tenant group to each route you add, or each route that you need to give each tenant access to.
 
Also TACC (Tenant to Tenant Access data block) will work the same way, default from Nortel is denied and you will need to build an Allow table so they can call each other.
