Team Foundation (making new process template)

Dear Friends

via Team Explorer i am trying to make a new process template (As you know, by uploading the set of xml files
to the foundation server)

but i get an error, in the errorlog it says, it can not
make a connection to sharepoint services,...and says that
the resean cannot be determined.
Has any body had the same experience? if so can
you help me?
