Actually you can not nativly attach to a 3.x server over the TCP protocol. This is because Novell did not design NCP (NetWare Core Protocol) to communicate over IP. Now you can load the IP protocol and bind an IP address to the server. This will allow it to perform FTP and SMTP functions (there is even a web server app if I remember right). Been a long time since I have done this, but you should be able to find the info on it with the the product support docs and TIDs over at Novell.com
Now if you want to actually log into the server over IP, there was a little known product called NetWareIP that allwed this to happen. Granted, it take A LOT of additional configuration, all of wich I am unfamilure with since I was still in grade school when people used it. Good luck finding it though, NetWare supports TCP nativly now, so the NetWareIP product line is pretty much dead and I no longer even see the options to configure access with in the NetWare client anymore.
