TCP/IP Corrupted or missing

Running cable modem broadband. It stopped working and I get a message from Norton Antivirus that TCP/IP is not installed or Port 110 is not avaible, which my email is not protected. I switched to 56kbps V90 Dial up modem and was able to connect with my ISP, but the browsers will not work, none of the URLs are found. I reinstalled WinMe but still got the same result. I finally connected my cable modem to a Windows 98se PC and I am back on line. The network settings for client, protocol and service are all correct according the the WinMe Help dialog.
