Taskbar stuck on right side of screen

I have Windows 98 se, I am unable to move my task bar
from the right side of the screen, nor am I able to
minimize it. Some help please!

Left-click on any blank space on your taskbar and (holding down the button) drag it to the bottom of your screen, then let go...
