on my laptop I've went to control panel, system, advanced, and turned off all my fancy performance options in the top settings. however, now when I maximize a window, my taskbar is not visible. apparently the window is going in front of the taskbar. I noticed that if I right click on the taskbar and go to properties I can set "Keep the taskbar on top of other windows" and that fixes the disappearing taskbar problem, but then it also keeps the taskbar in front of windows with buttons on the bottom and makes them unclickable. also, after clicking the keep taskbar on top property, I noticed that if I move my mouse over programs running in the task manager on the right side, the little yellowish popups that display info about them get covered by the taskbar as well. how can I fix both these problems at once?
