I have pushed out an image to clients on our network. The image OS is windows XP pro. When a user press's cntrl-alt-delete and then clicks on the button to go to task manager, the window disapears and returns the user back to the previous application.

Has anyone encountered a similar problem or have any suggestions.

Just a horrible thought, what if the image you have supplied has a virus infection contained within it. There are many virus that disable Task Manager.

You could try replacing the version of Taskmgr.exe that is in the System32 folder and see if that makes any difference.

Have them try launching it via Ctrl+Shift+Esc or Right-click on vacant area of Toolbar, or on the Taskmgr.exe itself.

It does work when opening from the task bar but not cntrl-alt-delete. I also tried copying the Taskmgr.exe from a working computer and overwrote it in a computer that had the problem. Still behaved badly. :-(
 
Are you certain there are no policy settings that are causing this behavior?
