task bar becomes stuck closed at bootup

Everytime I first boot up, XP Pro, the task bar becomes unavalable, and is in the retracted down position.
The only way I can get to the start menu is go to restore, and select a previous bootup then when system restarts, everything is ok. What is happening here?????
Please help
 
If you right-click a blank area of the Taskbar, Properties, is "Autohide the Task bar" checked?
 
You probably should do several things:

. right-click the tasbar and uncheck "Lock the Taskbar"
. do the step mentioned above to ensure that the taskbar is not set to auto-hide.
. Move the taskbar to where you want it to be. You need to move it to force XP to rewrite the location information. You might even have to move it, then move it back to where you want.
. Now right-click and enable "Lock the Taskbar"
