Target Frames in FP Express for links to parts of same page 1

I am trying to teach using point/click methods (no HTML) using Front Page Express at my school. How can one make a Target frame so a link can be created (for example, a link from bottom of page to top of page)? I find nothing in the icons or menus. There is a place in Hyperlink menu to type in Target frame name, no indication as to how to establish one. (This was so easy in Netscape Composer--why is it so hard in Front Page Express?) Thanks for your help!
 
Highlight the word(s) you want to act as an anchor(HTML term) i.e. a word at the top of the page. Go to Edit-Bookmark and name your bookmark (FP term). On this screen you will also see the names of other bookmarks on the page. Now go to where you want to place your link and highlight the word or picture. Click the hyperlink button. In the Open pages tab, select the bookmark name in the Bookmark textbox. Click OK. You can test your link by right-clicking and selecting follow hyperlink.
