Tamper protection preventing login

We have Corporate Antivirus 10.1 installed, and we have had some issues with the Tamper protection preventing users' ability to login.

We constantly get the message in the logs of some machines:
Code:
Symantec Tamper Protection Alert

Target C:\WIN[NT|DOWS]\explorer.exe
  Blocked "Resume Thread"

  Called by \system32\userinit.exe

The login screen just gets stuck at the blue screen with the mouse cursor and nothing seems to cure it, other then pressing ctrl+alt+del and logging off, and retrying.

Sometimes it can take 3-4 tries for some users to get on the system. Other systems exhibit the exact same behaviour but nothing in the error logs.

I like the idea of Tamper Protection and would rather not disable it, but if this continues I will have no choice.

I've seen this error on both managed and unmanaged installs, both to domain servers.

Does anyone know how to stop this annoying behaviour without disabling tamper protection totally?
