tacacs server software cisco compatible

Hi

Does anyone know of a tacacs server that is downloadable, apart from ciscosecure acs?

The tacacs software on the Cisco site is inaccessible due to problems with ftp site, and it is fairly urgent.

Along that line, are there any good references online to sample configs, or the configuration options? Everyting I can find is just little snippets of configs and nothing I've found has a start to finish config with good explainations.

I have some white papers posted there in the same place. Info is definitely hard to come by. Cisco security books also walk through it but assumes you will be using Cisco Works as the interface.
