Tablet hangs at TIP on startup

Just saw my first tablet PC, an Averatec C3500. User says it was working fine yesterday, but now it starts up with the TIP screen and seems to hang. There is no log on screen, no start button, just a screen keyboard. Cntl-Alt_delete brings up nothing. Tapping the screen does nothing.

Averatec support says to do a system restore, can that be right?
