Table size and relationship dilemma

I am designing a personnel and training databese in Access 97, my problem is; there are 129 persons on the database each of which can achieve upto 185 different training objectives. These training objectives won't be achieved in one lesson and are therefore sub-divided into smaller sub-training objectives. Do I use one table (will Access alow me?) or do I use 1 table per person and 1 for the training objectives (there are of course relationship problems to be sorted. These training objectives may be achieved by different groups or even by individuals over a protracted period (therefore a suitable method of inputting the date efficiently needs to be established also). I would appreciate any help, irrespective of how small.
