Table-Border problems

I am having trouble getting a table to snap into place on a page on a 1024 X 764 resolution screen. The main table is supposed to extend the entire height and width of the page. The table itself is black and the page background is white. On an 800 X 600 screen the table black extends the entire height and width of the page but on a 1024 X 764 it leaves a small gap between the right and bottom edges of the table and the screen. But when you refresh the page it snaps into place. I can’t figure out why this is.

And here’s the page I’m modeling the site after. This one snaps into place from the beginning. I have spent much time going through the HTML and I can’t figure out what I’m doing wrong.

 
Hello MediaMoogle!

It's a browser issue not design issue.

Browser leaves this space for scroll-bars and when you refresh the page browser re-paint it (checks that scroll-bars not necessary and don't leave space for it now).

Don't care about it, it's normal. Good Luck! :-)
