Tabbed form does not open showing tabs at top

I have been cleaning up a tabbed form that has been a problem because it will not allow any more contorls. So I created a new form and moved some of the controls to those tabs on the new tabbed form. But now, when the new form opens it shows the lower portion of the form requiring scrolling up to see the tabs. I nned the opposite. The Properties sections on the old form and new are the same. What gives??
