T1 Trobles

Integra has replaced all their equipment and the problem is still there. When you call in you get dead air or a short ring, after 20 seconds or so the AA will answer. This happens on all the did's. Any thoughts appreciated.
MICS 6.1, RAM Rel-1, CP100 3.1, T1 PRI.
