T1 Meridian 1 to Norstar

I have a Meridian 1 Opt 81c connecting to a Norstar over a T1. Both sides set up D4 AMI. The Norstar can receive calls but can't call out. When trying to make a call from a Norstar set you do get the dial tone from the Meridian 1 but after dialing the first digit you get a fast busy. The Norstar techs think the Meridian 1 side of the T1 is not set up correctly. Any Clues??
RDB: SIGO=STD Trunk #1: SIGL=EM4, SUPN=YES, STRI/STRO=WNK.

Why not use PRI?

Are you sure the dial tone is coming from the Meridian 1. More than likely it is coming from the Norstar. See if the channel is off hook when he supposedly has dial tone.

we have a couple of norstars hanging off the 81 but they are using line side t1's.. keeps from using network slots.. programs as loop start t1 in the ksu and analog stations in the 81

Strange, but found by changing the "DSEL" to VCE in the Meridian-1's RDB corrected the dial out problem on the Norstar.
That dial out problem was also strange, they could dial "1" "2" or "3" before dialing the number they wanted, and it worked fine (they could dial out).

makes sense.. vod deletes that 1st digit.. i've had that cause a problem before
