System won't display/post/beep!

I was recently given the task of getting a Dell Poweredge 6005C back up and running to use in a different department at work. It was no longer being used as the m/board had ceased working, but had a 1.7Ghz Celeron.

As m/board was gone, a new m/board (Gigabyte GA-7VA), CPU (AthlonXP 2400+) and heatsink were ordered.
I installed all this and put in the expansion cards (a PCI graphics card, 2 PCI ethernet cards) but cannot get the system to POST or display.

When I press the power button the PSU starts up fine, as does the heatsink fan. I also hear what sounds like the HDDs power up and spin a bit, but they seem to pause after the first few spins.There is no display at all, and no beeps at all.

The graphics card is brand new, as is the power supply. The memory is known to work in another machine, as is the main HDD. Monitor is fine also. I've even loosened board and sat it on top of the foam it arrived on and reconnected it as to eliminate shorting with spare screw fixings. I've had all expansion cards and drives unplugged from the board (so its only the cpu,fan and mem) and it still won't even beep.

Can anyone help solve this problem? I've had a few people at work help, and nobody can figure it out.
 
Clear CMOS either with a MB jumper, or by removing the CMOS battery for at least 30 minites.

If no luck, then check that the CMOS battery gives at least a 3 volt reading, and the battery's contacts and the MB's battery bracket contacts are clean.

If they're ok, then make sure that all connections are secure.

If no luck, then try a different monitor with just the PS, CPU, MB, RAM, and video card installed.

If no luck, then try a different video card.

If no good, then install just one stick of RAM at a time.

If that does not work, then try the RAM in different slots.

If no luck, then try a different PS.

If no luck, then remove the RAM and video card.

If still no beeps, then either the MB or CPU may be bad.
Swapping them out or having them tested is the only way to find which one is bad.(And yes, they can be bad right out of the box)
 
SKI - good advice!

luxcs - check to make sure that the GFXcard is correctly seated... just a notch off and voila you get what you describe... definetly try another PSU that is known to function (like from another PC), even though it may be a new PSU it still could be bad!!!
