If anything has changed recently, like you've added a new card that's the best place to start. However, if not, try this.

Is the power supply fan turning when the machine is on?

If its not, disconnect it from the motherboard. If the fan still doesn't turn, replace power supply.

If not:

Switch off. Try removing all cards, disconnect the hard drive and floppy drive (make sure you note how it came apart so you can put it all back together, even which card goes in which slot) Leave processor and memory in. Boot, do you get any POST?

If not, swith off and try removing memory as well, reboot.

If you get no POST and the P/S is OK, it sounds like M/B or processor.

If you get POST with everything disconnected, switch oof and add the video card back in. Boot, still OK? now the floppy. See if you can boot from a bootable floppy. Try adding the hard drive back in. Add the rest of the cards back in 1 by 1 and this should isolate the problem.

Make sure you switch off, before adding or removing any component. Always use static protection when touching computer harware. For example, touch the bare case.
