System slowdown when non-admin logged in

Win2K Server SP3 Domain Controller with Wingate and MDaemon mailserver.

Normally I log on just as Administrator. A couple of days ago I set up a Backup Admin account for someone to do just that. All is fine when Admin is logged in or out or when Backup Admin is logged out. But when Backup Admin is logged in, the server goes slow, and in particular Web access (Wingate?) slows to a crawl.

Any ideas gratefuly received.
