System Restore and System Information don't work

I wanted to check so see if my restore settings were turned on and the system restore and system information will not open anything. Also I can't make a new internet connection. It says I have to install the software and drivers and after I click yes it says do you want to stop the installation and it keeps going in circles.

Can anyone tell me of a fix for these problems??

Any help would be greatly appreciated
