System hangs on windows boot screen. In all modes!

My problem is that after installing 2 differn't programs, then restarting, my computer won't go past the blue, white, and black "windows 2000" loading screen. It lockes up on a blank in a blank screen, or restarts itself.

I'm looking for the file that I can edit in dos, and take out the lines that have to do with the 2 programs starting up. None of hte options in the F8 menu work. not safemode, debuggin, or any of the others! I have alot of work on this computer, and don't want to lose it. (I'm writing of a friends computer) Does anyone know where I can find the file? Thank you!

UPDATE:
once, while trying to boot normally, I got a Blue Screen of Death right after the White, blue, and black screen. Part of the message on the blue screen was "Driver_IRQL_Not_Less_Or_Equal" Does anybody know where this could have come from? and what is a IRQL??
 
Can you boot from the Win2K CD? If so I suggest boting from the CD. Going through the install process and CHOOSING REAPIR. Sounds as if you have a few problems that need fixed. Try repairing the system to see if that helps. James Collins

but does it matter if the version of CD that I'm reparing from is a differn't version than what's installed currently? I'm running win2k pro SP2, and the bootable CD is for the beta version. Thank you.

Yes it does matter. Do you not have the original CD? Whay are you trying to boot from the Beta version? James Collins

I'm now just looking for the files that I can edit, to make certain programs NOT start up with windows. arn't there any batch files for 2000 like for 98?
