SYSTEM FAILS TO POST

I have just assembled a system consisting of the following:

Shuttle MK20N Skt A Mainboard
AMD Duron 1000
Conner 20GB IDE 5400 HDD
128MB PC133 RAM

The system fails to POST.
I have substituted the processor for a Duron 950, mainboard, RAM (PC100 & 133), PSU and drives with absolutely no success.
Initially the beep code was 1 long beep every second (Phoenix BIOS). On occasion, I have had 10 short beeps. I can't get any further as there is no VGA.

Anyone any ideas? I have the feeling it might be something simple that I've overlooked.
 
Drop all un-necessary components to try to get the thing to post (you only need cpu/mem/vga).

Is this board able to run that processor, or does it need a BIOS flash?
 
Try booting the system with any peripheral card besides the video removed. Make sure RAM and processor are seated tightly and correctly. Those are the major ways to troubleshoot this issue. Also, although it may sound silly, you said you just assembled this system. Is it possible that a standoff for the motherboard is in the wrong place or that the bottom of the motherboard is otherwise making contact with the case?
