system attendant service takes 25 mins to start

Usually system attedant is depending on other services. Please check the dependencys..I am sure you have done this.
Another thing to check if there is any type of DNS problem, or DC error messages. Run a DCDIAG, or domain diagnostics to check for errors. I can almost bet you its related to thsi. i had a simillar problem, after i fixed DC & domain issues, it starts right up.
