System 32 folder opens on startup

Hello,
I am having a problem with a workstation. I think one of the users tried to install something or change a setting to cause this.

On boot, the System32 folder loads and opens on the desktop. This happens for all the users who now log onto the system. I would like to keep it from loading so none of the files in it get deleted by accident. I checked the startup folder in every user profile and made sure it is empty, even the default user profile.

I can easily close the window after it loads, but I cant figure out why it is loading. Anybody ever run into something like this before?
