Synchronize Toolbar and Menubar errors

I created a database program with 2 unique command bars and 1 menu bar - however every time I synchronize my master I get an error (MSysCmdbarA_Conflict) and I am prompted to fix 3 sync. errors, which I do. Everything works fine - until the next time I sync I get the same error message. I have tried the Replication Conflict help screens but nothing seems to apply. Any suggestions?
