Sync WEB outlook with outlook 2003

Our server crashed and we restored exchange
But now the WEB outlook has emails that came in while the server was on and off but Outlook 2003 dose not have those new emails
Outlook is sending and receiving OK now.
How can we sync those in WEB Outlook with the Outlook program on the laptops? they are connected as POP3 not as Exchange. Also we have some that cannot be deleted in Outlook
