Switchboard secrecy required while transferring internal calls

We have an Option 11c and when the switchboard operator (Console 2250) transfers an internal call to another internal extension, all parties can hear the call, almost like a conference call. External calls do not have this problem and all seems to work fine.
Have checked the options and we have SYA set which I would have thought was correct ..any ideas or help gratefully received.....
 
any station can here the call? need a few more details.. if the att transfer to my dn, 4940, if someone else had that dn they could answer the ringing line. no one else would have access to it without a pick key.. if your using park, then anyone could pick that call.. what method seems to not work?

When Someone (party one) internally rings the switchboard and asks for example to be put through to ext xxxx, the switchboard operator keys in the ext number xxxx through SMILE and tells the person on that extension (party two) that they have a call waiting for them. At this point we do not want the original caller (party one) to hear the conversation between the switchboard operator and the person answering ext xxxx (party two). They should hear music on hold until party two agrees to accept the call and the switchboard operator puts them through but they don't. As you can imagine we wouldn't want any unkind comments made by party two to be able to be overheard by party one.
