Switch from Classic Start menu to XP start menu 1

My computer has the Classic start menu. I prefer the Windows XP Start menu with double row of Icons.
When I click on properties only the classic radio button shows shows up, the "Start menu" is missing there is a large blank area where it is supposed to be. How do I get this back. I logged in as Administrator but it's not there either.
Other computers on the network have both.

is this computer a member of a domain? If so, this is likely the result of a group policy that you will have to edit. If its not a member of an active directory domain then you have to edit the local policy by running gpedit.msc from the run menu. Either which way the setting is found under User Configuration/Administrative Templates/Start Menu and Taskbar/Force Classic Start Menu
