Supervisor Engine CPU/SP drops ACL packets in hardware?

A little clarification on something. "IP unreachables" are enabled by default on all interfaces. When ACLs are configured and when packets are denied then dropped .... the Supervisor engine drops these packets in hardware where some packets are leaked to the MSFC.

So to clarify, the Supervisor Engine CPU or the SP (Switch Processor) drops the denied ACL packets in it's hardware?

No document is explaining this very well and I see lots of contradictions. Any help would be great? Thanks in advanced.
