Superscope Order WIN2k3 server DHCP

How is the order of issue determined? On the old nt4.0 boxes you would add the scopes in the reverse order you wish the server to issue. Basically it would exhaust all ipaddress's in one scope before entering the other scope, is this possible in 2k3?
