Summaries in Header

The Rollup Aggregate Summaries are not part of the SQL executed, but performed by the Cognos server on the returned resultset of the SQL. The nature of xml/html would AFAIK dictate that you need to present the details first before showing the rollup total.
As for displaying rollup total outside the same object (list , for instance) then a second query would be a solution.

Here's what I did, tell me what you think.
I used Cognos to create the summary footers. I then created a header from a group. I then clicked on the header, went to structure and "Insert List Row Columns" I then dragged the query items from the footer into my newly created header. Then it was just a matter of applying formatting and giving my new header the same Class as the footer.

It works with what you were saying, I think, because the summaries are still getting calculated at the end, they're just displaying at the top.
When you add the columns, Cognos doesn't give them the default List Class, so you will want to match that up to the original list items.
This also allows you to do some different report layouts.

You don't need to insert a list row. I can't remember why but I think that might bite you later. We display our summaries at the tops all the time. Here are the steps we use:
1. display the group or list headers.
2. UNLOCK the report.
3. drag the items from the footers to the headers.
4. RELOCK the report.
5. UNdisplay the footers (either delete them or deselect them in the header/footer area).
6. format all the header cells.
It's the formatting that's annoying, especially if you've done all your formatting then later someone asks you to insert a new column of data. In that case you do your summary on the new column and have to unlock and move the data then reformat the new header cell and remove all the footers again.
