subscription won't initialize - SQL 7.0

I have 2 databases on the same sql 7.0 server. I want to do transactional replication. Apparently, not as simple as I thought.

I can not get the subscriptions to "initialize". The subscription displays under the publisher, but the Snapshot last action says, "A snapshot was not generated because no subscriptions needed initialization"

When I view the activities under the Snapshot Agent, there is "Never Started" under the status. When I right click and click on "Start", I get the ..no initialization .. message.

I am humbled...any ideas.
