Submit .html file to PERL script on Local Machine?

Hi all,
I have a .html file that has some inputs (radio,select,text, etc) and submit button. This form has action to a PERL script in the same directory on the same LOCAL machine.
Right now, when I submit my form, windows prompts me to "save" or "open" the PERL script.
Can I set either my PERL script or windows environment so that the PERL script just runs in the window w/o being prompted?

You'll need something like ActiveState perl on your local machine as well as a sever application (apache, sambar, etc) to bring it all together. As it stands now, you're local machine is just displaying the HTML page but it doesn't have a clue what to do when you submit the form. There's always a better way...
