sub tab problem

I am trying to place a tab control on a single page of another tab control. the problem is the sub tab control appears on all the parent tabs, not just the one I am trying to place it on. Before I drop the new tab control I select the parent tab page that I want it to appear on, but the new tab still appears on all the pages.
I have done this several times before without a problem.
Any help greatly appreciated.

Make sure when you drop the tab onto the parent tab you are hovering over the actual tab title at the top, it can be moved and sized within the tab after, if you drop it onto the main area of the tab (even if its the selected tab on the main form, it simply plonks it on top of all the other objects on the page.

I tried that and it still stayed on top. I have found the solution on MS Knowledge Base. Basically you cannot nest tabs. MSKB suggests making it not visible when the other tabs are displayed, but this makes it difficult to work on in design view.
When I have nested tabs previously the 'child' tab has always been in a subform. I think this is a better way to go - for ease of design.
